Building an SDA Home in Victoria: From Design to Enrolment

Building Specialist Disability Accommodation combines the normal Victorian building pathway with a separate NDIS design, certification and enrolment framework. Managing both paths from the start reduces avoidable redesign and evidence gaps.

EJN Build guide: Building an SDA Home in Victoria: From Design to Enrolment

1. Establish the project brief

Define the proposed SDA category, building type, number of residents, target participant needs, location requirements and operational model. These choices affect the design and the way the home will be used.

2. Select the site carefully

Accessibility begins outside the dwelling. Gradient, paths, parking, transport, services and surrounding amenity can influence both compliance and long-term suitability. Early site due diligence should test the intended access solution before land commitments are finalised.

3. Design to the nominated category

The SDA brief can affect access, parking, entrances, circulation, bedrooms, bathrooms, kitchens, laundries, living areas, storage, controls, finishes, external areas, technology, fire safety and category-specific construction.

4. Obtain design-stage certification

An accredited SDA assessor reviews the design against the nominated category. This is a key risk control: changing a drawing is usually easier than correcting a completed doorway, bathroom or structural provision.

5. Build with strong document and quality controls

The certified design, issued drawings, specifications, selections, variations and inspection records need to remain aligned. A change that appears minor on site can affect clearances, access or another SDA requirement.

6. Final as-built certification

The completed dwelling is assessed against the applicable SDA Design Standard and nominated category. The project team should plan the required evidence before construction so it can be collected as work proceeds.

7. Dwelling enrolment

Certification and enrolment are separate. The SDA provider submits the dwelling enrolment application and the NDIA makes the enrolment decision. A certified design or completed certificate does not by itself enrol the dwelling.

Project-specific advice matters

Building, accessibility and SDA requirements depend on the site, design, intended occupants and current regulatory pathway. Engage the appropriate building professionals and, for SDA, an accredited SDA assessor for project-specific advice.
